What A Standard Request Means For Brazil's Crypto Opening Phase

A standard request is what Brazil’s opening phase asks of crypto companies, and companies already operating in the country must submit it by Oct. 30, 2026. The request starts an application that continues in later phases.
Defining The Opening Phase
The opening phase is deliberately simple. A company files a standard request and attaches the supporting material, which includes an independent audit report on its anti-money-laundering and sanctions controls. By doing so, the company enters the authorization process.
What Comes Next
If the central bank responds favorably, a later phase follows. That second stage finishes the application. The sequence is therefore a request, a favorable response and then completion, with the central bank making each call.
The Status Of A Filer
A company that filed on time is allowed to keep serving customers during review. Its status, though, is that of an applicant. Being in the authorization process is different from being authorized, and no license is final until the central bank grants it.
Reading The Audit
The report is meant to show whether compliance controls function in everyday practice, not just on paper.
Ongoing Standards
Applicants meet capital, governance and control standards and report regularly to the central bank. They keep client assets separate from company funds, so customer balances remain apart from the platform’s own.
Rules Behind The Request
A 2022 law requires prior authorization for crypto providers. A 2023 decree empowered the central bank to grant it. Detailed rules took effect on Feb. 2, 2026, defining intermediaries, custodians and brokers.
A Late Wave Of Filings
Why Start Simple
Opening with a standard request is a way of drawing the whole operating market into the process without demanding everything at once. Companies get a clear first task and a clear date, while the central bank retains room to ask for more as applications progress through later stages.
Documents In Practice
In practice, the opening phase means gathering a set of materials and delivering them by the date. The audit report has to be complete and the request has to follow the standard format, so companies spend the lead-up checking that nothing is missing. An incomplete package would leave a company in a weaker position when the central bank begins its review.
Looking Past The First Date
Meeting Oct. 30 is only the first requirement. After it, a company’s attention turns to whatever the central bank asks next, and to the continuing duties of reporting and keeping client assets separate. Those tasks continue for as long as the company remains in the process.
Brazil is a major crypto market in Latin America, and licensing places its exchanges under one framework.
